We are going to change our own behaviour and consume it when it is available and available cheaply. The "we" here is merely rhetorical because it won't apply to Mr Holliday or other Inner Party members. What is this "it"? Have a buthchers:
The government-regulated utility will be able to decide when and where power should be delivered, to ensure that it meets the highest social purpose. Governments may, for example, decide that the needs of key industries take precedence over others, or that the needs of industry trump that of residential consumers. Governments would also be able to price power prohibitively if it is used for non-essential purposes.Translation: Inner Party members and their favoured groups get electricity. The Outer Party, Proles, and Enemies of the State have to make do with rolling blackouts that they pay premium prices for the privilege of suffering.
Yes, it's the dream of the Eco Fascists come true: control of the people through artificial shortages and rationing. The horrifying thing is that this is happening under an allegedly conservative Prime Minister.

This clown is in charge of getting power (electrical) to the people? This is about the same thing as if I were paid to strip to my underwear, paint myself with woad, and attack my computer with a freshly-caught mackerel. In other words, more or less exactly the opposite of my job description.
I wonder if I could get an NEA grant for this, though. Would calling it, "Performance Peace: This is George Bush on Your Brain" still be considered Art this week?
"Conservative" administration? That's as may be, but Steviekins sound like just another "Holy Wind & Holy Sun"-obsessed lefty to me.
Look for a lot of those blackouts to happen when there's two metres of snow on the ground and the temperatures are below zero, whichever scale you prefer (C or F).
To the deep-ecos, humans freezing in the dark is a feature, not a bug. And I'm sure Stevie agrees.

David, I've been trying to find the source of that second quote:
"The government-regulated utility will be able to decide when and where power should be delivered, to ensure that it meets the highest social purpose..."
Where is this from? It doesn't appear in the article you linked to.
Listen: Actually, I think I've found the source. Seems to be based on this article from the Telegraph: http://wattsupwiththat.files.wordpress.com/2011/03/constant-electricity-ending.jpg
If that's true then it sucks, and sucks hard. I'm sure that this wouldn't work.
