That's why they also have to get rid of that pesky democracy thing as soon as possible. Can't have the proles trying to determine their own fate and over rule the decisions of their betters now can we?
That is the Japanese solution actually. They too keep the fuel price artificially high for the precise reason.
Another Japanese solution is to require unnecessary, tedious, expensive and overly strict inspections annually.
The result is that few Japanese cars are older than 7 years. What a marvellous way to promote domestic automotive industry!
