Perhaps what they mean instead of "Asia" is "Far East", but are too scared of the Thoughtpolice to use such an unphrase.

Actually, Dubai is in the "Middle East", which for some is a part of Asia: (Wikipedia) "The Middle East (or, formerly more common, the Near East) is a region that spans southwestern Asia, southeastern Europe, and northeastern Africa. It has no clear boundaries, often used as a synonym to Near East, in opposition to Far East. The corresponding adjective to the Middle East is Middle-Eastern and the derived noun is Middle-Easterner." As you see, "it has no clear boundaries", so it's a matter of agreement. In this case though, the title you quote cannot be considered wrong.
Interesting, but I give the same reply that I used on my students. Do not cite encylopaedias as references for your essays. They are notoriously unreliable.
