It looks very cool with a Collier's mission feel about it and I think it has a much better chance of success than some of the more anemic proposals put forth in recent years. This could get to Mars, though what's the point of doing so is another question. It's a shame that the Mars of '50s sci fi is dead and gone. It would have made the trip worth the ticket fare.

Project Troy
It looks very cool with a Collier's mission feel about it and I think it has a much better chance of success than some of the more anemic proposals put forth in recent years. The "point of doing so" is eventually going to reveal itself to be EXACTLY like "The Moon is a Harsh Mistress".
Hmm... I'm not so sure that a mass driver from the Martian surface would be an effective weapon over interplanetary distances. Besides, if the point of going to Mars is to set up a colony so that it can rise up and declare its independence from behind the point of a gun at the first opportunity, then there isn't a lot of inducement to invest in the project.
