Flood Relief

The United States has been hit by some horrendous flooding recently and, believe or not, this sort of thing even happened before global warming came along.  In 1935, there was this proposal for helping the flood-stricken avoid the rising waters.

Personally, I'm more for getting to dry land, but that's just me.
