"Artist" Anthony McCall will grace Wirral estuary with a column of steam for the 2012 Cultural Olympiad–whatever the blazes that is. The steam column will only be there for a year, but it will be visible for up to 60 miles. That's "up to" as in it will probably be utterly invisible except in the sort of ideal conditions that never actually occur in real life. And to top it all off, it will only cost the taxpayers £500,000.
I'm sure some soldier facing redundancy will take great comfort in this.
