The Environmental Audit Committee has recommended that everyone in Britain be issued with a "carbon credit card" so that Treating carbon dioxide as a pollutant is a totalitarian's dream. Since carbon dioxide is involved in every from of combustion imaginable, it is theoretically possible to ration, tax and regulate everything up to and including breathing.
The shade of Stalin must be kicking himself for not thinking of it.
