US has been doing this for some time. If it helps training to have actors playing the locals, except they shoot at one by making that gun gesture with their fingers and saying "bang!"---an important difference---I don't see a problem. On the other hand, I've heard that Hussein Husseinovich is planning to resettle the Guantanamo Bay thugs in Michigan's UP, probably with a path to early release and citizenship (hey, they'll vote D!), if their friends don't break them out of jail first. With that, I see a problem. Several, in fact. No, many, actually...
