  2. The biggest of those stars would make good backgrounds for an SF-nal Empire. You could have smaller star systems orbiting the massive central star and end up with scores or hundreds of habitable planets within sub-light accessible distances of one another.

    I would think a really hot star with habitable moons of Gas Giants if the outer planets were in the Goldielocks zone.
